Mr. Chairmen, Fellow Delegates,
and Distinguished Guests:
Afghanistan
is pleased to be here at the 2007 Model United Nations General Assembly
session. We are excited about the subject this year and would like to see
actions to be taken to resolve these world problems.
Terrorism and International Security is an issue that
affects every person in today’s world. It should not be an issue that
concerns nations with low economies. We would like to see a resolution similar
to the Global Counter-terrorism Strategy that was adopted last September. Being
a country that has just recently emerged out of Taliban control we would like
to see a more efficient way to control terrorism not only in our country but
others who are also suffering from a hidden adversary.
We would also
like to start thinking of sufficient energy use before we start thinking of
Alternative energy sources. If we
don’t think of using what we currently have at this point in time we will
have a loss in oil production that can lead to harming the economies of oil
based countries.
Afghanistan
is as nation surrounded by oil enriched countries. Many of these run pipelines
through our land. We feel that this way of oil transportation is unfair and
would like to see changes in international trade to help countries that do not
have many exports and poor economies to benefit from being a country being used
to help transport Middle Eastern products to Asia.
The country of Afghanistan
has struggled with human trafficking. In the last year we have made
progress to control and prosecute human traffickers. Our country has not
written a specific law for human trafficking so we rely primarily on kidnapping
statutes to charge trafficking offenses. We are a source country for
woman and children mainly used for commercial sexual exploitation. Afghanistan
traffics internally and to Iran, Pakistan, and
Saudi
Arabia.
This year our country has made 40-70 arrests of child trafficking alone. We are
aware that our border security is somewhat corrupt and could be taking part in
facilitating trafficking. We feel as though we are working towards a
resolution to this problem and we are taking great steps to stop human
trafficking. We would like to stress that we will need help from our
bordering countries. This Year our country met with Saudi Arabia
to discuss prevention against children trafficked for forced begging. We will
need their cooperation to tighten border security in stopping these
interactions.
We hope that
everyone works together over the upcoming days to make resolutions that will
promote the betterment of humanity in all countries represented here today. Afghanistan
also would like to see a successful session this year and anticipates a
rewarding session

Australia: Policy Statement
Madame President,
fellow delegates and distinguished guests,
The delegation from the Commonwealth
of Australia feels honored to be here and to participate in another productive
UN session. We hope that the delegations of this international body can
continue to strive for cooperation and understanding between nations as we
address the six issues brought before
the Council of the United Nations.
The world is now directly
threatened by a new kind of terrorism; it is worldwide and perpetrated in the
name of extremist causes; it works in loose networks rather than through
hierarchy or within borders. The self-perpetuating nature of the threat makes
it an enduring one which demands a strong united defensive posture. Australia
therefore feels that the ICC become involved after individual states have been
unable to deal with a problem. While it
is currently dealing with mostly human rights violations, the ICC would be
fully capable of tackling terrorism if judgment is agreed upon by all nations
involved.
The demand for energy, including
transport fuels as well as stationary energy has grown dramatically throughout
the world during the 21st century. Oil prices have risen considerably since
2002 and there is debate about how close 'peak oil' might be. Thus gas
emissions must be reduced in order to avoid dramatic change to the environment.
Renewable energy is an essential part of low emissions energy and plays a
strong role in reducing international greenhouse gas emissions. International
support for renewable energy would assist industry development and provides
community access to renewable energy.
Protecting human rights remains a
matter of fundamental importance for Australia. As such, we regard the
promotion and protection of human rights, both internationally and
domestically, as a high priority. Australia is a regional leader in
the fight against trafficking in persons, and is committed to preventing it,
prosecuting perpetrators, and protecting victims. The Australian
Government strongly condemns the repugnant trade in human beings, and has taken
a number of steps to combat it. We will continue to monitor the impact of these
measures to ensure Australia
remains at the forefront of international efforts to eradicate trafficking in
persons.
Few governments in developing
countries have assigned high priority to health care; for this reason it is
necessary that more prosperous nations lend aid to these governments. Currently
Australia is committed to
humanitarian actions in Southeast Asia. Furthermore,
Australia
stands ready to commit as much aid as is feasible. This assistance will include
not only financial gifts but also the allocation of available medical
professionals to these developing countries. Through an organized cooperative
effort, the established nations of the world can combat and overcome the myriad
of untreated peoples in developing countries.
No country has generated sustained
economic growth and poverty reduction by closing itself off to international
trade and investment. While a country’s ability to benefit from trade and
investment is dependent on a number of factors, particularly the quality of its
domestic policies and institutions, it must also have access to the global
marketplace. Developed countries like Australia can best assist
developing countries by promoting global economic growth and by pursuing
greater trade liberalization.
Deforestation doesn't just
devastate the people and creatures living there; it also has widespread impacts
on the rest of us. Rainfall patterns will be disrupted and the global climate
will change even more rapidly than it is now. As such, Australia is committed to
preserving forests that are home to millions of indigenous people representing
thousands of unique cultures. As the forest is cut down, they are losing their
food and water sources, and the heart of their cultural and spiritual lives.
It is our hope that this
year’s council will produce strong, effective resolutions that will
enable the international community to address in a practical way current and
emerging threats to international peace and security.

Belgium: Policy Statement
Madame Chair / Mr. President, fellow delegates, and
distinguished guests,
The Kingdom of Belgium is honored to be part of the
Council of the United Nations. We hope this session will bring comprehensive
debate on the issues of terrorism, alternative energy sources, human
trafficking, health care, international trade, and deforestation. Belgium
deeply believes that our multidimensional foreign policies will continue to
contribute to the global role of these sessions.
Belgium
is cognizant of the rising environmental crisis around our world and we have
taken and will continue to take further actions towards finding, implementing,
and refining alternative energy sources. Our city environments are heavily
polluted, and it ranked lowest of the European Union member countries for
overall environmental performance. Road traffic, heavy industry, house heating,
and air pollution have transformed the air in Belgium’s atmosphere into
carcinogenic material. Due to these pressing issues, our environmental agencies
collaborated to form the Green Building Cluster to promote industries to
consider the quality of today’s and the future’s environment while
offering maximum comfort to our citizens. Secondly, Belgium has always been a close
worker with the European Environmental Agency to facilitate in the reduction of
pollution around our world. As a country which heavily relies on our seven
nuclear power plants to provide over half of our electricity, Belgium’s national government
has increased its aspiration to search, implement, and refine alternative
sources of energy.
In
addition, adult and minor trafficking for sexual exploitation is a growing
concern in Belgium
and is quickly becoming a top priority for law enforcers as well as the
judiciary. Last year, there were an estimated 30,000 prostitutes working in Belgium
and the number of sex-trafficking victims continues to rise every year. Eastern
European traffickers from Bulgaria,
Nigeria, Poland, Hungary,
Sudan, China, and Thailand have taken advantage of
our nation’s laws concerning sex trafficking. We are acutely aware of the
growing crisis in the field of human trafficking and we believe that, together,
with the Council of the United Nations, our world’s pioneering and
comprehensive efforts will counter these threats and risks.
Since the attacks to the World
Trade Centers on September 11, 2001, the fight against international terrorism
has assumed unprecedented proportions. Terrorism requires a concerted, ongoing
international response from every country in the United Nations. Belgium
proudly takes an active role in cooperative efforts with both the European
Union as well as other international agencies to combat terrorism and stop
extremist groups. The adoption of the first global anti-terrorism strategy by
the General Assembly of the United Nations in September 2006 certainly
represents a landmark, as the United Nations and its Member States
showed their unity of purpose in the ongoing drive to condemn and combat
terrorism. The bottom line is that terrorism is always unjustifiable,
regardless of the underlying motives and objectives and the form it takes. Belgium’s
FPS Foreign Affairs and its network of Belgian embassies and consulates abroad
play important roles in these efforts.
Albeit
Belgium does not have any crucial issues with deforestation (0%), our
government emphatically believes that our environment—by this, we refer
to the entire world and every citizen residing in this world—is crucial
not only to our daily lives but also to a sustainable environment. Furthermore,
teams of Belgian scientists, in cooperation with international research teams,
have discovered huge amounts of unexpected organic aerosols over the
South-American tropical rain forests. Our country is already taking great
strides to help stop deforestation in the Amazon rainforest. We are sure that
our technologically advanced society will discover methods of repairing damages
present in that area.

of Brazil Policy Statement
Madame Chair/ Mr. President, fellow delegates, and
distinguished guests,
As
the world has advanced in all realms; from technology, to multi-cultural
tolerance, to peace, and to conflict, the United Nations has continued to grow
in importance. As the primary purposes of the United Nations are "To
maintain international peace and security, and to that end: to take effective
collective measures for the prevention and removal of threats to the
peace" and, "To develop friendly relations among nations based on
respect for the principle of equal rights and self determination of peoples,
and to take other appropriate measures to strengthen universal peace," we-
The Federal Republic of Brazil believe that although much progress has been
made, further efforts, particularly relating to Human Trafficking and Alternate
Energy Sources must be put forth to hinder the growing level of world-wide
discontinuity.
The
world today is ripe with conflicts, many stemming from the current and past
feud over the scarce (and continually depleting) oil supply. The Brazilian
delegation believes that with only a predicted fuel supply to last, at the
most, until 2030, a major crisis looms over the world. We believe that
immediate measures should be taken to reduce the level of dependence on oil by
converting to the most energy-efficient, but also most cost-effective
solutions. Additionally, Brazil
believes that the currently developed alternate energy sources, many of which
are employed in Brazil
at this moment, although reasonable temporary bandages to the problem, in the
grand spectrum; these alternate sources of energy are insufficient and
ill-qualified to replace oil as the primary fuel source of the world.
Therefore, Brazil
moves to petition the United Nations to fund a board whose sole purpose will be
to discover feasible alternate energy sources as well as take a deeper look
into the possibilities of using the limitless solar energy available for use by
the entire planet.
By
lessening the world's reliance on foreign oil, many conflicts can be solved.
However, an issue that is present today, more than ever, is the barbaric human
trafficking that occurs all over the world. Sadly, Brazil is the largest
supplier of sex slaves in Latin America;
therefore, we move to create a program that will assist the impoverished women
of this world get-out of the sex-trade business. Brazil also promotes furthering
education in all countries which will also help lessen the magnitude of women
who chose to enter the profession.
Terrorism
is not a world-wide issue. Although Brazil
acknowledges that terrorism is present in various locals around the world,
namely Iran, Syria, Libya,
the Sudan, and Afghanistan, as reported by the United Nations
Security Council during its most-resent 2007 session, Brazil does not acquiesce to the
pretence made by various countries that claim that terrorism is a world-wide issue. Brazil;
therefore, reaffirms its position that terrorism is a local issue in-regard to
a select few countries around the world and that Brazil sees no reason to
further involve the world-wide community and the with country-specific
issues.
As a
final remark, Brazil
is confident that this body will deliberate and reach a resolution on the
pressing issues expressed in the docket that will abet the path to world-wide
amicability.

Madame/Mr. President, delegates, and distinguished guests,
The delegation from the People’s
Republic of China
is honored to be here and to be a part of an international body that strives
for peace and cooperation. We believe
that, through respect for the sovereignty of all nations and sincere
cooperation between delegations, we can strive for a better future for all
countries.
Regarding the issue of terrorism
and international security, we believe that a nation’s sovereignty is of
the utmost importance; we believe that interference in the internal affairs of
other countries without justification is unnecessary and should be condemned by
the United Nations. The People’s Republic of China
is concerned about the safety of our imports and exports while in transit, and
stresses the need for cooperation with other countries to reduce terrorism and
trafficking between nations. The People’s Republic of China asks Members of the United
Nations to consider their actions involving the sovereignty of the countries in
the world and in promoting a peaceful world.
On the issue of finding and
implementing alternative energy sources, we believe that a sustainable future
is important. We need to implement
alternative energy sources such as wind power and solar power. Preserving the environment for future
generations is essential. But,
implementing alternative energy resources is not enough; we need to reduce the
amount of coal we burn as well as our use of fossil fuels. We believe that it is necessary to join
together and help each other in accomplishing these many goals.
On the issue of human rights, living
in the modern era requires us, as a council, to make the world and the future
years to come a place of justice, safety, and equality for the people of China
and the world. We believe that all citizens of a nation should receive equal
benefits from their government and urge all nations to strive towards this
goal. Therefore, The Peoples Republic of China would like the United Nations
to provide funding towards employment opportunities for operatives of human
trafficking in all countries. We
encourage the United Nations and member countries to provide employment
opportunities in areas of businesses promoting international peace and
stability.
On the issue of Health Care, China believes that impoverished
nations must receive the aid necessary to provide adequate health care systems
for their citizens. Unfortunately, too often direct aid from another nation
leads to encroachments on nation’s governments and territory. The People’s Republic of China
thus recommends that the United Nations direct funds from the World Health
Organization (WHO) aiding countries of the third world to develop healthcare
systems to benefit their citizens equally, while also respecting their
sovereignty.
On the issue of international trade
reform we believe that free trade is very beneficial to the economy of our
nation and all nations. Cooperative trade between countries leads to a growth
in urban jobs, a more stabilized global economy, and more cooperation between
nations. We believe further liberalization of the economy, along with emphasis
placed on the sustainable growth of nations, are necessary to keep the
international economy flowing in a more lucrative manner.
On the issue of deforestation, The Peoples Republic
of China
believes in slowing down deforestation in densely forested countries and
encourages Members of the United Nations to recognize the importance of forests
and the environment. Deforestation not only increases biodiversity, but changes
the local climate, causing irreparable damage to the environment and impacts
not only our generation, but all generations to come.
The People’s Republic of China
is delighted to be here tonight, and looks forward to another productive
session. We would like to emphasize the need for cooperation and respect for
diplomacy, which enables all nations to the world to advance in a peaceful and
friendly direction, for the benefit of every country in the world.

Mr. President, delegates and distinguished guests,
The delegation from the Republic
of Colombia is honored to
participate in this general assembly, in which topics will be discussed of
great importance for the human race, and its ability to exist in peaceful
cooperation in the near future. The republic
of Colombia recognizes
the great importance of the following items on the agenda.
On the
issue of terrorism and international security, the Republic of Colombia
believes it is necessary to consider the many forms of terrorism that are threatening the different regions of
the world, one of them being the conventional terrorism in which armed groups
outside the law attack the legitimate governments and the nations they
represent. This kind of terrorism should be examined and prevented by the Hague
assembly or another assembly that deals with this kind of crime.
But there
are other more subtle forms of terrorism, one of the most aggressive. Of which
is the state of grinding poverty that afflicts 24% of the global population.
The millions of human beings whom die of hunger every year is a ruthless form
of terrorism exercised by the powerful against defenseless populations. This
should be the subject of a special assembly of the United Nations, which the Republic of Colombia
would heartily support.
The second
point of interest is the development of energy resources. Faced with the
imminent exhaustion of oil supplies,
this issue must become a priority for the world. As a producer of carbon, the Republic of Colombia thinks there is a good chance
to promote the development of the industry to lower taxes and to promote
research. By doing so, Columbia
is also supporting the United Nations in a sense that it can deal with this
issue in a way that will support the global economic situation.
Regarding
sex trafficking of human beings, it’s necessary to say that not only the
displacement or the abuse of the body of others in the market are forms of sex
slavery and will not be tolerated any longer. The recent issue of the increase
of sexual slavery in the world, let alone in South America, troubles Columbia. Labor markets
need to put aside all discriminatory attitudes towards impoverished people, and
give them a chance. If these labor markets hold out, then people turn towards
sex trafficking as a source of income. It is urgent that the United Nations
finds a mechanism to avoid any discrimination, and implement without any
exception the fundamental charter of human rights.
The issue
of health care is critical to developing countries like Colombia. The Third
World is suffering from sicknesses that can be easily controlled
by water purification systems and adequate access to basic health services.
Dealing with these sicknesses is elementary but needs a clear policy set by the
governments of the United Nations; only then can we set this solution into
action.
We believe
that the global trade imbalance will be solved when Nations are willing to
trade the real economical value of their natural resources that usually comes
from developing countries. It is now a problem that the marketing of a product
is leaving people with jobs that don’t pay near enough for the product
that they are producing. This is a basis of inequality and misery leaving
billions of human beings in this state.
In
conclusion, despite the global problems that Columbia is faced with, we hope that we can
work cooperatively as a functioning part of the United Nations and can solve
most of our country’s problems and assist others in solving their
problems. The Republic
of Columbia wishes only
to function as a peaceful and helpful country to the Nations that seek help.

Cyprus:
Policy Statement
Madame Chair, fellow delegates,
and distinguished guests,
We, delegates representing Cyprus
firmly believe that we must come together and form a multi-lateral approach to
attend to the six specific issues at hand.
Cyprus would like to stress the
importance of global mobilization against terrorism. Although we are a small
country, we have demonstrated, and we will continue to demonstrate our commitment
to this issue through full implementation of relevant international Conventions
and Protocols, as well as Security Council resolutions.
As a global community, Cyprus
would like to emphasize the magnitude of the issue human trafficking. Measures
must be taken against human trafficking in order to promote health, safety, and
equality.
We believe that our international
trade reform would benefit from improvement and we are committed to achieving
this goal.
Deforestation
has become more of an issue in Cyprus
recently. Numerous fires have gradually worn down the forests in the Pentadactylos Mountains. We believe it is
necessary to implement anti-deforestation laws.
Energy efficiency is an issue that has to be promoted and
implemented in Cyprus.
We feel that solar energy is one of the most practical alternative energy
sources for our country and for the rest of the world.
We believe that healthcare programs in developing nations
should be promoted as much as possible. Cyprus believes that a key part to
establishing a good health care system depends on availability of potable water
among many other things.
In conclusion, these six topics
greatly affect Cyprus
and they must be addressed in the global forum. We hope that together we
can work towards a better Cyprus,
and in turn, a better world.
Czech Republic Top
Czech Republic: Policy Statement
Sir or Madame Chair and fellow delegates,
We, the delegation of the Czech Republic,
are elated to be here and look forward to the progress to be made in the days
to come. We believe that all of the issues that have been brought to our
attention need to be addressed by the international community as quickly and
efficiently as possible.
The Czech Republic
intends to make trade with western countries more broad. The export strategy for 2006-2010 is based on promotion of the Czech Republic
worldwide through trade and investment and is a four pronged approach relying
on; entrepreneur opportunity, an increased presence of professional and
efficient services, improved quality of services and increased export
capacities.
We do not view finding and
implementing alternative energy sources as one of our most pressing issues.
Currently, we are extremely dependant on Russia for all our energy resources
and would like to work towards proliferation of nuclear energy (for non
militaristic purposes).
We, the Czech Republic,
through reduction of sulfur dioxide emissions and construction of dozens of
water treatment plants, have worked to achieve EU environmental standards.
Also, the preservation of the Amazon rainforest is of utmost socio-economic
value and contributes vitally to the quality of life in the region.
The Czech Republic
finds it is in the best interests of member nations to put an end to global
terrorism. We would like to pose more troops in Afghanistan
and Iraq
on peace keeping missions. We also believe that some troops are needed in Lebanon to help eradicate violence between Israel and
Hezbollah.
We do not endorse the illegal human
exploitation which our country is linked to. The ever strengthening world-wide
network of human trafficking needs to be uncovered, disrupted, and ended. This
can be achieved through the international education of future generations.
We are currently active in carrying
out medical support in third world countries. The provision of education in
areas concerning medical issues is imperative (with approval of the recipient
country).
As a country we acknowledge the
gravity of these situations and hope to find common ground in the direction of
their resolution.
Democratic Republic of the Congo

Egypt: Policy Statement
The Arab Republic of Egypt is honored to be a part of this
General Assembly summit. We look forward to working in a cooperative and progressive
environment to create innovative solutions for each and every topic on the
docket.
To address the first of these topics, Egypt is a country severely
affected by terrorism, both internal and external. Due to our close proximity
to the Middle East and connection with many
Arab countries as trade partners this issue has affected anything from the
security of our borders to everyday politics. While Egypt has been criticized in the
past for our record on torture and illegal detention, we continue to strive for
improvement. As President Mubarak indicated in his speech on the Prophet
Mohammed’s birthday, Egypt
is doing its best to boost solidarity within the Islamic world with a view to
countering attempts to associate Islam with terror. Egypt strives to promote and
present the true image of Islam to the world.
Next, Egypt
endeavors to implement alternative sources of energy within our borders and
encourages all countries to do the same. Our first solar energy plants will
begin full operations this fall and we, like many countries in the Middle East, will also resume our nuclear power program.
We have made great strides. In 2005 with Germany, we agreed to develop wind
energy plants in Zaafarana which we hope will be in full working order by the
end of this calendar year. However, in the big picture, these are relatively
small steps. Egypt
encourages a global initiative toward finding and implementing alternative
sources of energy and further emphasizes, as an oil producing country, the
immanent drop in supply proportional to demand if some action is not taken.
With regard to the issue of human trafficking, Egypt
cannot be expected to stem the flow when we are, essentially, a transient
country on the smuggling route. This
does not mean that we will do nothing to help solve the problem. Currently, legislation is being drafted
specifically targeting human trafficking and our border security is being
increased to meet this new threat. We
wholeheartedly support any UN action to stop human trafficking at its source in
Eastern Europe as well as Sub-Saharan Africa.
Health care has always been an issue close to the heart of
all Egyptians and our national charter declares that it is a natural born
right. We have extended this right to
Iraqi immigrants to the best of our ability and with assistance from the Red
Crescent and the World Health Organization.
We feel that with an emphasis on development and innovation in the field
of biotechnology, that every person could have access to quality health
care. Last week we were given a chance
to test this belief. Egypt was given a 10 million dollar
loan from the IFC in an attempt to renovate hospitals and train nurses. If every nation was given this opportunity,
poor health care could be a thing of the past.
In terms of international trade reform, Egypt is ready for action. We were
recent participants in the first Summit
of Latin American and Arab States to Promote Economic Growth and Alleviate
Poverty. We stand firmly by the belief that subsidies, such as farm subsidies,
from the World Trade Organization should be eliminated and put in the direction
of a more independent economy and population, as well as support the growing
disapproval of the European Union’s constitutional treaty. Despite the
fact that our economic growth is the fastest in our region, we feel the effects
of the general poverty that is rife throughout the remainder of the continent.
It is therefore important that the economic bonds between counties be
strengthened in order to bring increasing levels of economic order to the most
poverty stricken areas of Africa. With respect
to international trade parameters, we feel that they should be left up to the
countries of origin, which would promote greater economic and social
independence.
The issue of deforestation is not a topic of great concern
to the country of Egypt.
Currently Egypt
is undergoing reforestation at a rate of 3.41% annually. We do, however,
support any action taken by this assembly to alleviate the problem worldwide.
We look forward with great enthusiasm to tackling these
difficult issues over the next few days to develop feasible, comprehensive,
innovative solutions to these pressing issues.

Policy Statement
Madame Chair, fellow delegates, and distinguished guests,
We would like to take a moment to thank you all for taking
the time to come together to discuss issues that we, the Ethiopian delegates,
believe affect the majority of people in the world. We know that together we
can make a difference!
As a developing country, we strongly regard all items being
discussed today as important, however only a few refer specifically to our
republic. Among these are finding and implementing alternative energy
resources, heath care, deforestation, and international trade reform.
Finding an alternate energy resource will profit countries
across the globe, while helping with the issue of deforestation, global
warming, and the decline of the world’s supply of oil. All countries are
connected through trade and the often fluctuation of prices; each of our
economies are controlled by an instable trading system. We have the opportunity
to alter this system to make it fair to all participants. Healthcare is a
reoccurring issue that affects everyone from the Chair to a small coffee farmer
in Ethiopia.
In conclusion, we, the delegates of Ethiopia, are reassured by the
presence of the world’s leaders in one room that we shall have a
productive gathering and we will work together to make a better world for
everyone.

The French
Republic would like to
extend a warm welcome to our fellow countries hoping that this council will
meet amicably and proficiently. France
is active in the developing world and feels strongly about each issue presented
on this council’s docket.
First, we would like to address terrorism and international
security. As terrorism becomes a greater concern throughout the worldwide
communities, especially in the Middle East, we
feel that the United Nations must step towards reaching a diplomatic solution
for terrorism, and creating a more secure world. However, we would also like
the council to consider the cultural influences that hinder the progress of
this issue.
France
would now like to speak about human trafficking, which directly affects France
and our surrounding countries. The are an estimated ten to twelve thousand
victims of hum trafficking in France today, and as human trafficking begins to
impinge on other European nations, it should be a great concern for this
council.
As a key country in the creation of the European Union, France
urges the United Nations to note the positive influence that the EU
socioeconomic structure has in the developing of nations directly impacted by
trade reform. Not only is trade a key
element for developmental success, but it further encourages diverse economies
and an increase in exportation profits. We encourage the delegates to look at
the European Union’s most current modifications on the GSP system, made
in June of 2005, and look at how greatly trade reform will improve beneficiary
countries.
France
recognizes that we have a poor historical reputation in energy consumption and
production. We would like to stress that it is necessary to implement
sustainable energy systems so as to not withdraw from the world’s already
depleting natural resources. More specifically; the deforestation occurring
throughout the world and mostly in the South American nations. Although
deforestation does not greatly affect France, we recognize the damages
that it implements on other countries, including the displacement of peoples
and environmental distress.
Finally, the Republic
of France is a leader in Europe’s universal healthcare program. We strongly
encourage that developing countries consider the benefits that a universal
healthcare program brings to its’ citizens. We also would like to point
out that other leading countries in the U.N., primarily the United States, have failed in
developing a solid healthcare program for their own citizens.

Statement
Mister Chair, Members of the
General Assembly, and honored dignitaries. The Republic of Ghana
is a very proud African nation. We were
the first African nation to declare our independence in 1957. We are a leader in Africa. There are many issues that are affecting Ghana and Africa
including: trafficking of women and children, deforestation and
desertification, a weak healthcare system, and un-potable water. We need to work together as a global
community to create change, to make this planet a better place for everyone to
live. We are in a state of emergency with our environment, 33% of our country’s
forest cover is disappearing, as is happening all over Africa
and the world. The forest is
disappearing at about 1% a year. Human
trafficking is another major issue in Ghana. Since 40% of our population
lives below the poverty line thousands of children are sold to adults who
exploit them, forcing them to do dangerous tasks, such as fishing on Lake Volta,
working in quarries, or working on rice and cocoa plantations. The dire health care is very important to
us. We are struggling to get healthcare
to our people; less than 40% of our citizens have easy access to health
care. Thank you for your time.

Delegates,
India would like to welcome you all to the 2007 Model
United Nations Session. India
looks forward to a peaceful and productive session filled with much debate as
well as constructive ideas and resolutions that can better our world today.
India feels that due to the increased terrorist activity
and the eminent threat to international security, that the global community
must unite together to combat this growing evil that is terrorism. India
emphasizes the use of the Counter Terrorism Implementation Task Force. This
program will serve to help countries individually and collectively address: the
conditions conducive to the spread of terrorism, the prevention of terrorism,
the strengthening of their individual and collective capacity to do so,
addressing the protection of human rights, and maintaining the rule of law
while countering terrorism. India
realizes that to ensure the safety of ports and ships means to also protect the
world against terrorism. The program will provide counties with tactics,
information and experience to aid in the world’s fight against terrorism.
India feels that those
aiding in terrorism activity must be tried by The Hague.
In order to diminish the use
of non-renewable energy resources, more efficient means of energy production
must be researched, encouraged, and implemented. These may include: organic
BioMethane energy, wind energy, and possible replications of India’s award winning solar
loan programs. Considering the fact that very little progress has been made in
an effort to preserve our planet, alternate energy uses are a must for the
continuation of humanity. Through the Kyoto Protocol negligible process has
been made, however greater strides must be made. Thus, by seeking out other possibilities,
alternate energies need to be available for world use. By implementing a
program that increases the development and use of solar panels in small rural
areas, solar energy will become a practical source of energy. In unison with
the United Nations Environment Program, alternative energy sources, such as
BioMethane, will become more prolific in public use.
India plans to create an organization to maintain and
monitor Human Trafficking around the globe. This organization will be known as
The United Nations Prevention and Regulation of Human Trafficking (UNPRHT). It
will deal with all aspects of trafficking such as border control for
immigration, international missing persons archive for missing women and
children, and treatment for victims of sex trafficking.
India feels that in the area of healthcare for developing
countries, the focus must be on improving hygienic practices, ensuring the
availability of educational programs pertaining to safe sexual practices,
providing incentive for doctors to work in high-risk but high result areas, and
health education for prospective mothers and individuals. Efforts must be made
to direct international funds to ensure the basic healthcare standards are
equalized in developing countries.
There is a need to increase the awareness of preventable diseases such
as malaria which can be easily altered with little expenditure or effort. These
suggestions are all in an effort to reduce the unfortunate deaths that result
from preventable diseases and minor medical complications in impoverished
regions.
We the Nation of India
believe that in order to create a more peaceful world, international trade
reform is necessary. We believe that global trade reform should include
the creation of regional economic unions. These unions would allow for a
country to establish closer ties with its neighboring countries stimulating
economic growth and social adaptation. With the creation of these unions,
governments will be able to distribute resources fairly and combat the scourge
of world poverty. We believe that it is the job of this global body to
aid in the creation of the economic unions in an effort to eradicate poverty,
prevent wars, and equalize the standards of living on this beautiful world we
share.
India
feels that due to the millions of square kilometers of forest that are
destroyed due to excessive logging, the world’s population is
continuously being put at jeopardy. The fact that 25 percent of our yearly
carbon dioxide emissions are due to deforestation gives India great concern in
that this is an imminent threat to the air we breathe and greatly contributes
to Global Warming. India
encourages the United Nations and sovereign states to work more closely with
organizations such as Greenpeace and FSC (Forest Stewardship Council) in order
to make large efforts to cut down on the deforesting of the earth’s
forests. India
also encourages the United Nations and sovereign states to penalize their large
logging corporations that log in unsuitable forests that are not cleared by the
FSC as well as increasing their use of other inexpensive materials such as
plastic, wood/plastic, and other composite materials.
India

The Irish delegation is
honored to be present at this meeting, recognizing the critical role of each
member nation in the ongoing efforts to ensure the peace and stability to which
all people are entitled.
In the modern era, it must be the courts that moderate
the actions of states. In order to assist international tribunals in performing
their responsibilities, Ireland,
through its International War Crimes Tribunal Act, has created a legal
structure whereby individuals can be tried in Irish courts for war crimes,
human rights abuses, and genocide. In
addition, through its membership in the European Union, Ireland is able to contribute to
the development of international security
policy.
The
world knows that terrorism and terrorists come from poverty and injustice.
While military and peacekeeping actions play a part in our dreams for peace, we
must always remember that these efforts must coincide with humanitarian aid and
the buildup of the infrastructure of
nations in need. By acting now,
humanitarian aid may one day rid our world of the scourge of terrorism.
An
important part of Ireland’s
humanitarian efforts is focused on health.
With a health care system that provides health care for all its
citizens, Ireland
is committed to a world where sickness in all countries is treated with the
full extent of scientific knowledge.
Currently, Ireland
gives .5% of its GNP to international aid, developing programs to create and
improve health care infrastructure in third world countries.
In
addition to addressing health issues related to poverty, Ireland is committed to the fight
against human trafficking. By signing
the Council of Europe Convention on Action against Trafficking in Human Beings
this past April, Ireland is saying to the criminal
gangs involved in trafficking that it will not allow the country to become a
place where this industry thrives. The
convention makes important provisions for safeguarding victims’ rights,
providing aid to victims, and prosecuting traffickers.
Ireland’s
global responsibilities involve the environmental work we are doing at
home. In Ireland, deforestation is a problem
with a long history. However, with a
goal of a sustainable Ireland,
our country has begun a major reforestation project. In addition to our local efforts, Ireland
strongly supports reforestation projects worldwide, particularly in the Amazon,
one of the world’s greatest natural resources. In our changing world, we must face the
realities of climate change. Much new
research is going into alternative power sources. Our government has begun supporting
eco-friendly power sources in local communities, offering tax breaks to people
who install solar panels. The
government has made a guarantee to
ensure that. Within thirteen years, one-third of the electricity consumption in
Ireland
will come from renewable energy resources.

Israel is more than pleased to be attending this 2007
session of the Model United Nations and hopes that the next few days the lead to
a more peaceful world.
Without a doubt terrorism is the biggest issue facing Israel today.
Constantly Israel
is in fear of acts of terrorism so we fully understand the treat that it posses
to the world community. Israel is a small country with an overwhelming
amount of terrorism for its size, thus it essential that Israel acts for
its citizens. Peace has always been the ultimate goal of Israel, with
this dream we hope that terrorism will one day come to a stop globally.
Israel
also understands that human trafficking is not an acceptable practice and needs
to be stopped. In Israel
human trafficking is a serious problem, which yields one-billon dollars a year.
Israel
is completely willing to take measures to prevent this and is currently
implementing a new policy to reduce sex trade in our nation. As human
trafficking is the fastest form of forced labor we urge countries to take
immediate measures to reduce the number of humans being trafficked and hope
that solutions will be found that effect those in trafficking as fast as
possible. It is not only important to stop human trafficking in the future but
to take care of those already being trafficked by returning them to their home
country as well as providing the necessary health care.
Healthcare around the world is also an issue that Israel firmly
believes needs to be improved. In an ideal world health care would be provided
for all humans, but this is not possible without funding and support from many
nations.
Israel
feels that the betterment of our environment is crucial for a peaceful world,
not only are we making strides toward in solar energy but Israel has also
seen an increase in trees in the last 10 years. The Israeli environmental
policy strives to conserve resources and act accordingly to the environment of
policy. This policy is one that should be applied to many more countries by
individualizing ways to implement alterative energy.
In the next few days Israel hopes for peaceful
resolutions with the cooperation of many countries, this is the only way to
move towards a better future.

Madame President,
fellow United Nations delegates, and distinguished guests,
We, the Italian Republic, would like to welcome all to
this year’s annual meeting of countries under the United Nations. We
greatly hope that this community can join together to reach peaceful and
progressive decisions that will lead to prosperous outcomes. The issues of
Antiterrorism, Human Trafficking, and new sources of energy are among the
topics we wish to discuss.
The Italian Republic’s economy is suffering.
Our country has an excessive budget deficit and high public debt. We have
recently been warned by the European Commission to lower our deficit. The
country of Italy
believes that it would greatly benefit from new sources of energy. Our economy
has also decreased because of the large underground working class that exists
in Italy.
This underground economy consists of people who work for low wages and do not
have the standard social benefits and protections of citizens that are of the
higher classes. It is estimated that this underground economy is worth twenty
seven percent of Italy’s
Gross Domestic Product.
The Italian Republic firmly supports the United
Nations and all of its international defense and security policies and
activities. We have deployed troops in Lebanon,
Somalia, Mozambique, and Timor-Leste to aid
in the peacekeeping missions the United Nations has sanctioned. We are also a
key supporter of the North Atlantic Treaty Organization.
We, the Italian Republic, being one of the founding
members of the European community, want to work with European countries in the
European Union to obtain shared consensus on issues of defense and security. We
would like to work toward a agreement within NATO for defense and security
issues. Our primary interest is the creation of a single common defense and
security policy within the European Union. International security is necessary
in working toward a better global community.
Italy supports the
international efforts to stabilize the country of Iraq
and to create peace in the Middle East.
We believe that the United States
mission in the Middle East will be successful.
The Italian Republic is one of the leading partners
with the U.S.A in the war on terrorism. These countries have become drawn
closer allies. The United States
and Italy
have worked together toward the formulation of defense, security, and
peacekeeping policies.
In the international arena, the relations between the United States and Europe are important to Italy.
Our strongest global hope is to develop a common policy on security and
defense. The Italian
Republic is working
toward a change in the threat countries may feel from one another. We believe
in making peace and keeping peace, and we are willing to reach diplomatic
solutions to get there. We want to work toward a safe and secure world. We want
to live in a world that will celebrate its feeling of security and not in a
world consumed by fear.

delegates, the Hashemite Kingdom of Jordan bids you a good evening.
Over the next two days, we hope to find ways to prevent terrorism, implement
alternative energy sources, and stop human trafficking.
As a middle-eastern
nation, Jordan
both supports the abolition of terrorism and the elimination of racial and
cultural stereotypes associated with the issue. International cooperation
between the United Nations and individual countries is essential in this fight for
security. However, diplomatic solutions only
lead to temporary success. Terrorism is the result of extremist groups and
individuals and has no root in any religion, culture, or race. Education of the
next generation is the only way to achieve permanent eradication of
terrorism.
The vast deserts of Jordan,
along with the ecosystems of member nations, have a surplus of energy waiting
to be harvested. Wind and solar energy
are among many recent innovations in technology that need to be implemented for
a sustainable, livable future. These alternative energy sources also will fuel
the economy by creating jobs and reducing energy costs. In addition, research and funding must be
focused on commercializing non-nuclear alternative fuel sources to preserve the
earth. While nuclear technologies are evolving, the potential for political,
environmental, and health risks outweigh the benefits of this energy source.
As a nation plagued
with the hardships associated with the illegal importation of foreign workers, the
Hashemite Kingdom of Jordan urges that human trafficking is addressed quickly
and decisively. Human trafficking
affects not only the victims, but the countries involved. Families need help
returning to their homes, and countries need help solving this growing problem.
None of these issues
can be resolved by a single country. The collaboration of every member nation
is needed to put an end to these crises. The Hashemite Kingdom of Jordan urges each
nation present today to work together for the benefit of all.

Monsieur Chairman,
fellow delegates, and distinguished guests. The lack of essentials - food,
potable water, education, meaningful work, peace, and general life opportunity
- vital issues all, and all addressed in the 1948 United Nations document, the
Universal Declaration of Human Rights - results in much of the dissension in
present day. As delegates of Lebanon, we believe it a necessity to negotiate
the issues before us all - terrorism, alternative energy, human
trafficking,
health care, issues related to international trade, and deforestation - toward
providing civil, sensible solutions with regard to these basic life
necessities.
Terrorism is a prominent issue throughout the world. We believe that this - and
other issues related to international security - should be dealt with through
The World Court in The Hague.
We believe that through the (nearly) global perspective inherent in
The World Court, such issues can be fairly and impartially weighed and acted
upon.
Lebanon
recognizes - with poignancy and sympathy - the complex series of issues that
lead to human trafficking and the sex trade. We offer an apology on this issue,
as Lebanon
has "blood on its hands" as well. Our country has brought
workers from Ethiopia and Sudan for
purposes of employment with sub-standard wages. For this, we are sorry,
and seek united guidance toward abolishing this wrong.
A complimentary issue is that of education and its lack. The dearth of
education results in people who are ignorant of their liberties as defined in
the Universal Declaration of Human Rights, Article 26. This article
states that all individuals shall have access to fundamental and elementary
education - certainly a minimum standard - toward the "full development of
the human personality." This lack has lead to the exploitation of certain
countries and their peoples as mere commodity.
We wish to bring concern to the issue of health care - and it's lack - in the
developing countries of the world. Nations with poor or no health care struggle
with internal unrest and this unrest is often directed towards the immediate government
and its neighbors.
These issues must be dealt with because the welfare of the world begins with
the welfare of the individual.

Madame Chair and fellow delegates, the nation of mexico would like to warmly welcome
you all to the annual Model UN session. We hope to find a reasonable conclusion
to the issues with which we are faced.
Mexico’s
position on human trafficking is that we need to resolve this issue due to the
increased abductions in Mexico.
Mexican women, young girls, and young boys are being taken to be forced into
slavery and prostitution. We hope to remedy this problem and not be faced with
this in the future.
Mexico does not currently have a
position on alternate energy sources, we do not have the proper funding for
change at this time.
We feel as if international security is
an issue because we all need to be assured our safety in our individual
countries.
All these issues need to be discussed in
a way that will benefit everyone and not just the leading countries of the
world. We would like all the solutions for these problems to be fair and right.

Nepal: Policy Statement
Mr.
Chairman, delegates and honored guests,
The
delegation from the State of Nepal is honored to be able to participate in this
meeting of the General Assembly. We hope that all representatives present will
continue to strive for cooperation and
international understanding, as we undertake the difficult task of addressing
the important issues set forth by the agenda.
With the Maoist Insurgency in Nepal barely over, the State of
Nepal remains in fear of terrorism. Much of the “People's War” was
ruthless and can be described as nothing short of terror. The State of Nepal is
in favor of antiterrorist and counterinsurgency action in an effort to protect
the sovereignty of the State of Nepal, and indeed maintain peace among all free
peoples.
Nepal
is interested in Alternative Energy Sources for our country to provide cheaper
and more readily accessible electricity to our nation's people. Although we are
extremely interested in pursuing alternative sources of energy that will lead
to a higher quality of life for our peoples, we stress that this is an issue
that would be better addressed domestically, and not in the General Assembly.
Nepal
is extremely concerned about the problem of human trafficking. Many Nepali
women and children are trafficked across the border with India, and thus this issue is of
the utmost importance to us. We urge the international community to
collectively crackdown on traffickers and their accomplices, so that
trafficking in Nepal,
and indeed the entire world can be ebbed.
Nepal
is a “Developing Country” and poor health care is a problem
currently plaguing our nation. Many people are too poor to afford even the most
basic healthcare, and for the sake of our nation's people the delegation from Nepal
urges the Assembly to address the issue of health care in developing countries.
We request of the international community better access to modern technologies
and medications, and plead that a more serious stance of preventative health
care be taken in poorer countries.
Much of Nepal's
international trade is with India.
This includes a variety of goods and services which total to imports of 800
million dollars per year, and exports of 2 billion dollars. Although
international trade is an important issue, the delegation of Nepal feels that the economic climate in Nepal
can be bettered through agreements brokered with individual nations, and not by
international trade reform.
Deforestation is a serious concern in the eyes
of the Nepalese delegation. Much of our once densely forested country has been
logged for a variety of reasons, resulting in a remaining 29% that is forest
covered. Most energy in Nepal
comes from wood directly, and as our population rises so does the demand for
wood.
The State of Nepal would like to urge all member
states to cooperate with mutual understanding as we work today to improve our
world. Only through the United Nations, can we work towards complete understanding,
freedom, and peace.

Honorable Chairperson, member nations and my
fellow delegates, the Republic
of Peru welcomes you to
this year’s general assembly. There are two topics on the docket
that require our immediate attention.
First,
the issue of researching and implementing alternative energy resources, should
be the top our priority. Every year we are more dependent on finite resources,
and every year alternative energy sources are more sophisticated and viable. Peru
believes that the key to following and surpassing the Kyoto Protocol is by
implementing alternative energy resources. In order for countries to use
alternative energy resources, we need a plan for each country that will take
advantage of the natural resources they have.
Second,
is the issue of human trafficking.
As
many of you may have noticed I did not mention the issue of terrorism and
international security. Peru’s
deepest belief is that this issue belongs in the Security Council. As stated in
the Charter of the United Nations, Chapter 5 Article 24 Point 1,
“In order to ensure prompt and
effective action by the United Nations, its Members confer on the Security
Council primary responsibility for the maintenance of international peace and
security, and agree that in carrying out its duties under this responsibility
the Security Council acts on their behalf.”
While terrorism is a concern for the global
community, as specified in Chapter 5 Article 24 Point 1 it is the
responsibility of the Security Council, to provide guidance and direction on the
topic of terrorism and international security for world follow. It will be an
international effort to combat terrorism, but the plans should be drawn and
laid out by the Security Council.

Honorable Chairman,
reputable guests, and fellow delegates of the General Assembly, the proud state
of Poland
welcomes the beginning of this session with great anticipation. The world is at
odds with itself once again. In a time where peace and preservation of the
morality of man are what all should be seeking, the exact opposite is what we
are finding in great abundance. The United Nations is here keep order and to
keep the world a place in which all can live serenely. These tribulations at
hand are what our priorities need to be focused on in order to allow the UN to
remain a credible organization. To not help put an end to these issues will rip
Humanity at the seams.
In
regards to Human sex trade, Poland
was one of the worst hit countries in the world. Not only were our women and
children affected, we were a Mecca
for traffickers. Over the last 5 years, Poland has instituted a Central
Trafficking Unit that has reversed this fact. Therefore we are promoting that
the United Nations needs to stand strong and protect citizens of all countries
by creating a new commission to deal with culpability of traffickers. Punishing
these people is essential to the put an end to this immoral practice. This
commission will deal with all of the concerns of human sex trade from the
punishing to those in charge, to helping the victims of this corrupt
proceeding. To not act is to let down the population of the world.
We
recognize that terrorism is a threat to everyone; however it is a problem that
can be addressed and contained in the area in which the terrorism act occurred.
We propose that each sovereign nation creates its own legislature to combat
terrorism on its own soil. This
legislature should highlight what the country within itself defines as
terrorism and how those who commit these acts will be penalized.
The
issue of rapid deforestation in areas of the Amazon impact more than just the
surrounding region. Social development, loss of natural resources and worldwide
environmental degradation all occur when we allow deforestation. Poland
is an avid supporter of education involving the focus of deforestation
ramifications. We also want to stress the continued participation of all
members of the United Nations to the commitments of the International Year on
Forests 2001. This is an earth altering topic and Poland insists that during this
session we pass a resolution that is deemed imperative on deforestation.
In
order to address healthcare in developing countries, Poland, in accord with other United
Nations members, will provide funding for programs such as the International
Medical Corps, which will allow medical personnel to aid citizens, distributing
vaccines and treatments. The funding will also go towards the construction of
much needed medical facilities to provide a safe, as well as sanitary
environment in which patients may undergo surgical procedures as well as the
administration of vaccines, which will minimize the rapid spreading of
contamination and infectious disease.
Poland
recognizes the increasing dependency of energy sources including oil between
particular countries. Given that this rate is increasing, We request that each
nation thoroughly analyze its trade dependency of any import and export and
minimize trade embargoes or boycotts to allow substantial economic independence
and competition for the healthier consumption of all energy resources.
Poland
believes that Carbon Dioxide is a formidable threat to our planet’s
health and should be eradicated by investing in new forms of clean renewable
energy sources. The Polish economy is almost completely powered by fossil fuels
but we are in the process of converting to alternative energies. Success can
only be achieved if all countries realize the significance of this crisis and
are subject to act and protect their future welfare. It is the United
Nation’s obligation to lead the way in showing the world how important
renewable energy is to the sustainability of life.
Our role as members of the General Assembly is to
consider what actions need to be met in order for the world to sustain itself.
These issues all must be addressed now because if they continue to spread and
grow, we will all be trapped in the dark. It is one sin to commit an
unforgivable act but the larger sin at hand is the one where you see the sin
being done and you do nothing to try and prevent it. Therefore, Poland
considerately sets this proposal in the hands of the General Assembly with
great expectations of revamping our Planet.

chair and delegates, we happily commence on our three day journey to better the
world using diplomacy and ethic. The futures of our nations are terrifyingly
shaky and unsure due to the ever present issues facing them. Qatar is honored to be part of this
General Assembly aiming to improve life for all. There are six pressing issues
on the agenda and we hope to cover and draft a comprehensive and ratify-able
resolution for each.
One
dreadful issue striking the world today is the lack of universal healthcare, or
any healthcare, at all in many developing regions of the world. In sub-Saharan Africa, for instance, the situation is so bad that the
average life expectancy is below 50 years old, and 164 out of every 1000
children die before their fifth birthday. The state of Qatar has come along way since its
first hospital’s doors opened nearly fifty years ago. Now, we have some
of the most advanced equipment, and staff, not to mention the lowest maternal
mortality rate in the region. Also, we need a healthcare plan that suits most of
our countries inhabitants. The Hamad
Medical Corporation was established in 1979 and grew to be Qatar’s leading non-profit healthcare
organization, improving the standards of Qatar’s other health care
institutions.
Another issue that has plagued the earth is the ongoing
atrocities of human trafficking and the sex trade industry. This is one of the
greatest threats to the world because not much is know about the actions taking
place. There are no reliable estimates of the industry, but we do know it is
mainly taking place in developing and impoverished countries of the world. If
we wish to do anything about this issue we need to learn more about it. Qatar
believes that we need more nation to nation communication and that we can
attain important information by countries helping and sharing knowledge with
each other.
International
trade reforms have created quandaries across the globe in recent years. For
individual nations, it is important to have a system of trade so that countries
can obtain the natural resources they depend on. Qatar became a member of the World
Trade Organization in 1995, and participates in free trade agreements. In 1997,
Qatar finalized legislation
to abolish the requirement of 51% Qatari business ownership, making Qatar
a more significant player in the world economy.
In conclusion, Qatar knows that we can learn a
great deal from each other. Knowledge and ideas can be shared for the greater
good. If we want positive progress and developments in our delicate world we
need to do exactly that. We are all in the pursuit of happiness and by all of
us coming to this conference it proves so. With our efforts is can be and

The republic of North Korea
believes that the United Nations is becoming a necessary asset to international
fares. Without the cooperation of all the worlds' countries, we know that
global peace will never be achieved. We hope that solutions can be found to the
problems of the world that are satisfactory towards all countries, and to that
end, we will strive to work alongside the other members of the United Nations
to obtain peaceful coexistence, mutual non aggression and respect for national
independence
As
of late, terrorism and international security have become pressing and much
talked about issues. Although other countries speak of the war in the Middle East, the security of all countries is at the
moment under imminent threat. We believe the border security is essential to
reaching international safety for our citizens and future generations. D.R.N.K.
has already taken the steps to secure our own borders. Recently, we have agreed
to disable our nuclear facilities in the interest of better relations with the United States.
The United States
in turn will remove us from their list of terrorist and remove the sanctions
they have placed upon our glorious Nation.
Currently
North Korea
suffers from the affliction that is the stripping of resources that cannot be
renewed, including deforestation, strip-mining, oil drilling and livestock
damage. Only 17% of the nation’s forest remains, and that number dwindles
every day. D.R.N.K. is forced to resort to such methods, destroying its own
environment, in order to feed the hungry economy, starved by the unwarranted
actions of the United Nations.
Human
trafficking has become increasingly common in many countries. North Korea strongly believes that
human trafficking especially the sex trade is a terrible crime all to common in
today’s world. It is horribly degrading to the victims of this crime,
most often women, forced into prostitution or marriage. In North Korea the trafficking of
people is not tolerated. We have in place, in our country, laws that punish the
despicable people who participate in such shameful activities. We are currently
developing ideas with which to reduce
the market for human trafficking.
The Nation suffers from a lack of healthcare.
Many and most citizens do not have access to adequate medicinal supplies or
physicians, and only 10% of the populous has access to any medical care, which
is a product of the weakened economy, Due to insufficient assets for economical
growth.
Deforestation is a controversy in North Korea,
considering it amounts to much of our economy but also degrades the
environment. Many say we must stop the logging for fear of the repercussions,
while others say it is necessary and without timber we cannot live as we do
today. North Korea
feels that it is a travesty that our forest are being harvested. Without
Valuable timber the price of other natural resource such as coal and oil will
increase, negatively affecting the economy. Their already exist war because of
oil feuds do to price increases. North Korea believes that we should
be conservative with our forests; therefore we propose the establishment of
more efficient recycling programs.
Our
economy is struggling as well due to the limitations the United Nations has
placed upon it, and thus relies on other economies, many of them oil based, to
function. Unfortunately the supply of oil and other natural resources is
reaching its end, and when this occurred The Democratic Republic of North Korea
and its citizens will face the consequences.

the citizens of our Nation. With the help of the collective power of all the
countries of the U.N., North

Honorable chairperson,
Russia would like first and
foremost to thank all the member nations present for this meeting of global
importance. Russia
wishes to develop, with the cooperation of all nations gathered here, peaceful
and comprehensive solutions to the crisis facing the global community of today.
Russia, like every other country
within this international body, abhors terrorism and all of its constituents.
In order to solve this problem, comprehensive thinking is paramount. With the
help of every nation working within its own country to help curb this problem,
we may begin to see a recession in this cowardly crime. Russia advocates the trying of all international
terrorist at The Hague
and believes that these criminals should always be held accountable in front of
an international body. Terrorism must be fought by the entire world on every
level, and Russia
believes that if all countries participate, we will see terrorism diminish
although it will probably never disappear.
On the issue of finding and
implementing alternative energy resources, Russia understands the importance
of further growth and development; however, at this point and time we feel that
the revenues generated from conventional sources such as fossil fuels overpower
the need for alternative energy sources. Thus we advocate the continued use of
these sources of energy with hopes that the revenue generated from their sale
will eventually allow the development of alternative sources of energy. The oil
and natural gas industry is at this point in time far too large to be
completely dismantled, and Russia
realizes that the world is almost completely dependent on oil and natural gas.
With the revenue from oil and natural gas the world will be able to conquer the
problem of finding alternative energy sources.
Pertaining to the issue of human
trafficking Russia
believes that this problem can most effectively be dealt with on a national
level. Thus Russia
advocates the implementation of an international agreement aimed at combating
human trafficking within a nation’s sovereign boarders. Dealt with
nationally, the horrors of human trafficking can be curtailed on the
international level much more effectively. The cooperation of every member
nation is drastically needed in order for the scourge of human trafficking to
be eradicated from the planet and for the suffering and torment for all those
affected to end.
Referring to the issue of
healthcare, Russia
believes that facing this issue on an international level would be inadequate
because of the diversity of the outbreaks and epidemics. These issues need to
be addressed on an individual basis by the nation it is plaguing. Only when
each nation makes their healthcare programs as a top priority will the health
conditions in developing nations improve. Russia also believes that universal
healthcare and economic support
from neighboring nations is not financially feasible and therefore should not
be the focus of this international gathering. The problem of healthcare in the
world can only be solved if every nation participates individually and
wholeheartedly in the resolution of this problem.
Concerning the issue of trade
reform, Russia
believes that foreign interests and international Corporations have no right to
any sovereign nation’s natural resources. We also feel that no nation
shall be denied access to any international commodity market, and would like to
see an international task force set up to ensure this. With this task force the
purity of a country’s natural resources will remain celibate from
the penetration of foreign interference. Russia hopes that with the
implementation of the reform in the international market the arena will
become fair and equal fix all
nations.
Regarding deforestation Russia
views this as a sovereign issue and
should not be internationally
dealt with. Although specific
regions of the world may be struggling with this hardship, it is infinitesimally smaller than the other topics presented on this year’s General Assembly docket.
Russia looks forward to discussing and resolving the world issues that are presented on this
year’s docket. We believe that with the help of all the nations working
together, the massive problems posed will
give way to massive solutions. With each nation solving the
problems independently within themselves, we will see the problems disintegrate within the world. Russia
believes that cooperation between all member
nations is necessary for the problems
to be solved, but we believe
that solving these problems begins on a national level. If each
country works to solve these problems, a foundation will be built for the
world to solve them.

Statement
The
UN Declaration of Human Rights, adopted by the United Nations in 1948, states
that “everyone has the right to a standard of living adequate for the
health and well-being of oneself and one’s family, including food,
clothing, housing, and medical care.” The Kingdom of Saudi Arabia
believes that universal provision of Healthcare is a prime imperative for the
development of this goal, as enshrined in the original charter of rights and as
reaffirmed by the General Assembly in resolution 55/2 on 8 September 2000.
Despite concentrated effort by the Member States to eradicate problems
associated with underdeveloped or under funded healthcare providing
institutions in parts of the world afflicted with economic perils, the UN has
been unable to make real progress on this issue. In order to be able to
realistically achieve the goal of ‘reducing maternal mortality by more
than three quarters, and under-five child morality by two thirds, of their
current rates’, we believe that an affirmative action policy that
displays effectiveness in improving the mental and physical condition of the
underprivileged should be actively pursued by the international community. The
Kingdom, through its support of various charities, including the Saudi Red
Cross, has been committed to the development of healthcare services throughout
the developing world. In a world that is affected by war and terror, we believe
that alleviating suffering is the first step to hasten reconciliation between
peoples.
Saudi
Arabia believes that the exploitation of
energy from renewable sources is developing gradually, and further development
can no doubt raise the percentage of energy coming from these sources. In most
developed countries, however, these sources currently account for a small
proportion of energy supplies, and change can only come slowly. We believe that
the potentially long time needed to change existing the hydrocarbon based
energy infrastructure, and the large costs to the world economy that implies
justify the need for more efficient methods of harnessing oil-based products that
are now used. Due to the fact that Saudi Arabia
holds 25% of the remaining proven oil reserves in the world, Saudi Arabia believes its oil will
be of increasing importance to the global economy in at least the first-half of
the twenty-first century. Saudi
Arabia will continue in its efforts to
stabilize the world oil market.
Saudi
Arabia believes that international trade
reform can lead to accelerated economic growth, job creation, and poverty reduction.
In its relations with the Arab world, the Kingdom's policy is to assist in the
economic and social development of less wealthy Arab countries and to use its
substantial diplomatic influence to resolve inter-Arab disputes wherever
possible. In pursuit of these aims, the Kingdom plays an active role as a
member of many pan-Arab and Muslim organizations. Through these organizations,
the Kingdom of Saudi Arabia deploys its energies and
resources for the advancement of Islamic and Arab unity, and to assist in the
economic and social development of the Arab world. We are committed to
eliminating barriers to investment within our own borders while recognizing
that excessive dependence on foreign investment and trade could lead to a loss
of sovereignty and control for host nations.
Saudi
Arabia is acutely aware that human
trafficking is an issue of great concern and it believes that this injustice
must be stopped. Shelters for abused female expatriate workers and abandoned
children, including trafficking victims have been set up. Saudi Arabia has also been
distributing information at embassies abroad, licensing and regulating the
activities of recruitment agencies, monitoring immigration patterns and visa
issuance, and promoting awareness through the media and religious authorities. Saudi Arabia
has begun working with UNICEF and the Yemeni Government to prevent trafficking
of children for begging. Saudi
Arabia aims to protect victims and prosecute
those guilty of involuntary servitude and has resolved to implement laws
criminalizing trafficking offenses. Saudi Arabia will offer assistances
to foreign victims in using the Saudi criminal justice system to bring their
exploiters to justice.
The Saudi government’s intensified fight
against terrorism has seen our country’s Security forces thwarting
numerous attempted terrorist attacks throughout Saudi Arabia. Our government is
committed to ridding the world of the scourge of terrorism in every form.
However, in as much as we fully condemn terrorism, our delegation strongly
believes that Justice cannot exist without respect for human rights. As stated
in the foreword of the Universal Declaration of Human Rights, “recognition
of the inherent dignity and of the equal and absolute rights of all members of
the human family is the foundation of freedom, justice and peace in the world”.
Our delegation therefore believes that this session should come up with
feasible measures to tackle terrorism, at the heart of which will be the
protection of innocent civilians.

The Republic
of Serbia is very pleased
to be involved in this delegation. We
believe that through this meeting we as the United Nations can make progress
toward being a more just and free global community.
Human Trafficking is an issue of deep concern to the
entire nation, for it effects women in Serbia as well as elsewhere. Women are stolen or tricked into leaving
their homes and country, then they are repeatedly raped, tricked to board ships
and then sold to pimps and forced to work as virtual slaves in foreign
countries. These victims are abused, get
diseases like AIDS, and are often killed.
Since this is an international problem, an organization like the UN is
needed to provide an international solution.
Human trafficking has been identified by the International Organization
for Migration as the most menacing form of irregular migration due to its
increasing scale and complexity and its involvement with arms, drugs, and
prostitution. This problem is believed
to be the world’s fastest growing international crime.
On the issue of
healthcare, Serbia
advocates national healthcare for all nations.
They system in Western Europe has together is what Serbia needs to be modeled
after. We think the United Nations
should supply funding and supplies, so that all people can get the care they
need with the funding and supplies that we just don’t have. If Serbia
is provided help by the United Nations all of Eastern
Europe would be profited.
On the issue of international trade
reform, Serbia
advocates free trade for all nations. Serbia
and Eastern Europe provide much oil for the
world, and support trading of oil and other resources. We think our strategies
will improve free trade and set regulations all over the world, creating
uniform standards and rules. This system will improve communication and trade
with other countries, allowing smaller countries to develop and larger
countries thrive.
On the issue of
alternative energy, implementing alternative and renewable energy sources has
been an important topic over the past few years in the world. We have created
the Energy Efficiency Agency of Serbia, whose goal it is to implement projects
that reduce local and environmental impact of dirty fuel use, and to make
energy more affordable to the public. Our long-term aim is to meet the
standards of the Kyoto Protocol, and our hope is that other nations follow in
this endeavor.
On
the issue of terrorism and international security, all politically motivated
violence and terrorist attacks must be condemned. It is our desire for the
global community to make a clear decision on how to fight terrorism. The
centers of terrorism must be destroyed, but doing this by military power is not
the way. Instead we must come to an agreement that peaceful resolution can only
be achieved through staying open in our communication. Areas where there is a
strong terrorist threat should be the first areas for negotiation. Our country has been exposed to great
violence from Albanian terrorists. Our civilians, police, army, private
property and public facilities have all been attacked. This has lead to our
decision to join the partnership for peace program and we hope that all nations
will come together to globally fight terrorism.
On
the issue of deforestation we the nation of Serbia recognize that it is a
prominent global issue. We also
recognize that for developing countries deforestation is a issue of necessary
domestic heating, and therefore must be addressed in such a way that
compensates and assists in the continual processes of building their
infrastructures. It is the global responsibility of the upper echelon countries
to educate and take part in repairing of the forests of the world. Our
sovereign nation of Serbia
advocates the most effective approach would be to implement efficient
organizations that will provide the resources that these countries require to
build national forests and begin the education of the populous.
In conclusion, The Republic of Serbia’s stances on these
issues hopefully provides insight to issues the United Nations is facing. We

innocence are being trafficked across borders mother are dieing in developing

favors oil and other national resources above lives. And forests are being torn
down in favor of high rise apartment buildings. And the Sudan alone thousands of families
young and old are being ripped apart by the ruthless disregard of humanity

global community does not unite to solve these issues today humanity will cease
to exist as we know it. Thus, we propose the following, global cooperation to
fight and prevent terrorism thru prosecution of offenders and education of
those susceptible to their propaganda; the formation of a UN sanction a
scientific research team to find and develop new energy sources; the creation
of a global organization to investigate human trafficking and to work with
governments to create a solution that fits their individual needs; to create a
global cooperative to provide medical treatment and supplies to developing
countries; the establishment of global trade standards to institute fair
economic policies; and the formation of a counter deforestation program to
replace plant life destroyed by the human footprint. As a nation, fundamentally affected by this
culture of death, we are firmly committed to working with other member states
to redeem this depravity.

The Earth we live on
is going through a drastic period of
growth and change.
This growth brings about many great things, but also some things that are not desirable
in humanity’s quest to bring about
global unity. We the Syrian Arab Republic
believe that the United Nations is not

run rampant with poverty, disease, and
war. If every nation on our planet were to rise up and take a stand to

increasing challenge that our country faces today. Syria’s population has grown since the start of
the Iraq
war forcing thousands of women and children

mission is to stop it. We are working with NGO’s such as UNICEF,
UNHCR, WFP, and IOM to come up with a
resolution to the problem we face.
The use of alternative sources of energy is
a necessary step towards living as one
with nature. Syria
has taken positive steps towards
assuring the ultimate goal of a cleaner earth by signing the Kyoto
protocol. The sources of energy that we
use today such as natural gas and oil are destructive to our planet. We hope to join as one with our
fellow countries to create a cleaner
environment. The united nations, along with Syria, must take immediate action to give countries now
dependant on destructive energy help.
Terrorism and
international security is an great
threat to Syria. They
are killing innocent people by the thousands,
and adding more disorder to an already disordered world. Where there is no
constant threat of terrorism, all of this
money would have not been spent on such a cause, and could have perhaps
been used to stop world hunger or the
spread of disease. Though the United
Nations is valiantly making efforts to
combat terrorism.
Our planets most
valuable natural resources are our
forests. Forests give life to everything on the planet. Over 90 million
acres of rainforests in Africa is cut down every year. This must be stopped. Syria believes that we must join forces with the United
Nations and other countries to prevent deforestation.
The Health Care in Syria
needs some improvements. There are diseases traveling throughout the country
and more and more people are getting sick and dying. In some places there is a
shortage of doctors but in other places there is a large shortage of
medicines. Syria believes that all the
citizens deserve to be able to see a doctor and free health care is available
to everyone. Syria would like help from the
United Nations to bring in more doctors and medicines that other countries can donate
to us.
The people of the Syrian Arab Republic
wish only to see the world become
a better place, to immerge triumphant from the
dark times we are so thoroughly enmeshed
in. It yet remains our strong belief that each nation, regardless of economic,
political, or developmental state, should place its future in the hands of the United Nations.

Mister/Madame Chair,
Turkey welcomes all of the delegates and hopes
for this to be a successful conference. We would like to push solving the
worldwide problems of terrorism and international security, finding and
implementing alternate energy resources, and human trafficking. Turkey faces
numerous problems with national security and terrorism.
Turkey is being used as a passage into several neighboring countries notorious
for their terrorist activities. Several neighboring countries are experiencing
active war and terrorism. Subsequently, we are also experiencing conflict and
several acts of terrorism. This problem is not isolated to the Middle East,
however, and must be
addressed internationally. Struggles for power continue to fuel these conflicts
globally, thus making it a global issue. There is a great lack of cooperation
and compromise in the world today. If any effective resolution is to be
reached, every country and every person must be prepared to cooperate and
compromise. Turkey sincerely hopes that a speedy and efficient solution can be
reached during this meeting of the Model United Nations.
Currently, a pipeline is being constructed
across Turkey, reaching from the Black Sea to the Mediterranean Sea, and is
expected to have a daily maximum carrying load of 1.5 million gallons of crude
oil. However, Turkey has begun to take steps in implementing renewable energy
sources. In passing the "Feed-In-Law" in May of 2005, Turkey hopes to
move towards more environmentally friendly chief energy sources in the near
future. We urge that all countries begin implementing renewable sources of
energy, especially developed countries and large cities. The first steps
towards alternative energy are the most important, as they lead to more
environmentally influential steps. It is Turkey's hope that a resolution on
this matter can be reached.
Although human trafficking is an important
matter, we do not feel it is one of the more pressing problems facing the world
today. Human trafficking is merely a
component of organized crime. The law concerning this issue emphasizes
smuggling; however, tougher penalties for the trafficking of human beings, as
well as human organs, have been instigated since August 2002. There is also a
defined emphasis on sexual exploitation and women's trafficking as a
constituent of human trafficking. Steps have been taken to combat this issue.
We of Turkey feel that there are other more pressing issues that should and
need to be addressed at this meeting of the Nations at the present time.
Turkey would like to express sincere hope of a
successful convention. We believe that through cooperation and compromise,
these issues can be speedily and effectively solved.

General
Statement of Policy of the United Kingdom Mission to the United Nations
I am honored to stand here
before you as part of the British Mission to the United Nations. The
United Kingdom has a long and storied history of service to the UN, and we
remain one of its staunchest supporters. As a country with global
interests and a strong commitment to democratic values, the United Kingdom is
concerned with the wellbeing of the United Nations in general, and also
specifically concerned with the five questions posed to us in this Session of
the United Nations General Assembly, namely, the questions of deforestation,
alternate energy sources, trade reform, international terrorism, and human
trafficking.
Making the world safer from international
terrorism and weapons of mass destruction is one of the British Foreign and
Commonwealth Office's most important strategic objectives for the next
decade. It is not an issue that affects only the United Kingdom, however,
but has plagued the citizens of other countries around the world for
decades. In each country that is afflicted by this scourge, measures are
taken to prevent further attacks. However, each country cannot fight
international terrorism alone. We require the cooperation and support of
every country in the world. Every country must make a sincere effort to
eradicate terrorism wherever it takes root. The United Kingdom has taken
steps to aid other countries in doing this. We have instituted a
programme called the Global Opportunities Fund that, among other things,
provides monetary assistance and training to nations whose Counter Terrorism
Capacity is not sufficient to protect our mutual concerns.
This past March, the United
Kingdom celebrated the 200th anniversary of the Abolition of the Slave Trade
Act. Since then, the United Kingdom has been an advocate against slavery
in all its forms. Slavery has changed, however, in the 200 years since
the passage of this landmark act. Today, and even as we speak, contemporary
slavery exists in the form of human trafficking, striking down all that we as a
global community have done for human rights and individual freedom. Human
trafficking transcends national boundaries, confounding all current attempts to
contain it. Obviously, what we have done as a global community in the
past 200 years is not enough to destroy this evil and immoral practice.
The United Kingdom has proposed several measures to deal with the international
issue of human trafficking, but without the support of the global community,
without the authority and efficacy of the United Nations, any country, no
matter how powerful, is doomed to fail. We urge you to set aside your
differences and to come to reasonable, rational agreements that benefit the
entire world.
Alternate energy sources are a
high priority for the United Kingdom. We believe that in this modern
world, those countries with the ability to do so must transition to alternate
energy sources as soon as possible. It seems fitting, that the country
that began the Industrial Revolution should at least play a role in the Green
Revolution that is the direct result of it. However, finding and
implementing inefficient and costly sources of energy simply for progress's
sake is unwise and completely lacking in foresight. We must proceed with
a measured pace and a steady head into these troubled times ahead.
Global deforestation also
worries the United Kingdom. Forests are our planet's natural guardians
and recyclers and we must preserve them, not just for their beauty, but for the
service they provide to humanity. The UK believes that we should decide
on strategically-located sites and preserve these from all human influence, to
preserve the state of equilibrium that these forests once had.
The world's trade practices
also worry the United Kingdom. We believe that no country, and more
importantly, that no human being, should be trampled upon and used simply for
profit. The world is not an oil field and the United Nations is not an
instrument of terror, to be used by stronger countries to frighten weaker
ones. Instead, the UN is a beacon of hope, not just for the smaller among
us, but for the larger, too. As the world's economy grows, the United
Nations and its member agencies may have to moderate the trade between
countries to insure that all countries, and all people, are treated
fairly. However, this is not to say that we must eliminate the free
market, on the contrary, we must use the free market, but we must build in
safeguards.
In order to benefit the entire
world, however, we must cooperate together and forge lasting, strong, and
decisive agreements that will lead us into a brighter future for all the
peoples of the world. We must set aside our petty differences and make
decisions that benefit humanity as a whole, for what are we if we are not all
fellow human beings? Thank you.

Venezeula
Venezuela: Policy Statement
Mr.
Chairman, delegates,
The delegation of The Bolivarian Republic of
Venezuela is honored to be able to participate in this meeting of the General
Assembly. We hope that all representatives present will continue to strive for
cooperation and international understanding, as we undertake the difficult task
of addressing the important issues set forth by the agenda.
Venezuela has experienced a series of ups and
downs as far as their healthcare is concerned. In the year 1999 Venezuela was
the first Latin American nation to guarantee to its citizens, free basic
healthcare. Venezuela has seen an increasing amount of life expectancy and a
steady decline in diseases like Measles, Tuberculosis, Cholera and Dengue
Fever. Finally Venezuela’s Health programs have reached its goals and surpassed
them by reaching a total of 68% of the Venezuelan Population. Venezuela is
Anti-Terrorist and it has shown this by signing the OAS- Interamerican
Convention against Terrorism in June 2002, Venezuela is a part of four out of
the 12 international convention & protocols relating to terrorism.
Nevertheless Venezuela has not passed any laws that efficiently investigate
Terrorist organizations (financing and activities); in October 2003 a bill was
introduced by the government, it proposes to create the crime of anarchy with
one to three years of prison. We plan to still working on developing our
anti-terrorism strength.
Venezuela agrees that all the countries should
work together to fight against global warming by using alternative energy
sources, but not at the expenses of other natural resources. Therefore, the
delegates of Venezuela strongly oppose to the idea of the United States of
America of using sugar and corn crops to make ethanol, as this will only push
up the food price and aggravate the problems of global hunger and poverty.
Along with Cuba, we hold fast to the principle of not using edible crops to
make fuels.
Venezuela has long been putting efforts in
maintaining the biodiversity of our precious tropical rainforest. There is only
a negligible level of logging in our country and it is under strict control of
our government. Because of our effective environmental policies, Venezuela has
long been home to over 2,366 species of animals and over 21,000 species of
plants, which makes us one of the ten most bio-diverse countries of this
Organization. We will continue to allocate more resources to preserve our
mother nature.
The United Nations Universal Declaration of
Human Rights states, "All human beings are born free and equal in dignity
and rights." Human trafficking is a practice that completely violates this
declaration, stripping people of their basic rights through exploitation. As a
nation built in support of those without a voice, the Bolivarian Republic of
Venezuela is committed to the complete abolishment of human trafficking.
Many countries with extremely valuable natural
resources and commodities are not able to make the best of what they have due
to international trade laws. The Bolivarian Republic of Venezuela does not
think that these laws are mutually beneficial and sees them as laws that can
impact one country more positively than another. In light of this, the
Bolivarian Republic of Venezuela expresses its support for an International
Trade reform, in the hope that a reassessment of these laws may have beneficial
implications for many nations.

Yemen:
Policy Statement
We, the Republic of Yemen, are honored to be apart of the United Nations
General Assembly. We hope that this round of discussion will prove to be useful
in solving the five issues presented before us. The Republic of Yemen believes
that international cooperation and trust is the best way to solve the
world’s issues.
International terrorism
is the most pressing issue facing the global community in the twenty first
century. However, the Republic of Yemen believes that the cause for liberation
is a legitimate one. So called “freedom fighters” are expressing
their natural right to liberty and justice, even though perused through unconventional
means. While the Yemenis government does not support the indiscriminate killing
of innocents, it does however support the cause for freedom in any
circumstance. Our government is currently under siege from numerous terrorist
groups such as Al Qaeda who only target innocent civilians for political
purposes. We thus welcome help from the international community in any attempt
to solve this pressing world issue.
Yemen is a strong
supporter of international human rights standards. We believe that acts such as
sex trafficking and slavery are inhumane and should be outlawed. Yemen has long
been a supporter of equal rights and believes that all countries should be held
to the same standard. We hope to resolve this human crisis with the assistance
of the UN General Assembly.
While Yemen is not a
country directly affected by deforestation, we do believe it is an important
issue. Deforestation will have untold impacts on the global environment, and
thus we believe it is essential to solve this impending global crisis.
Yemen is a struggling
nation. We have a GDP of just 26 billion dollars, Yemen and we cannot nearly
afford public health care. Our healthcare system is under pressure and under
resourced. Thus, we are strong supporters of increasing health care
availability and reliability for developing nations and we readily seek the
assistance of the international community.
Yemen is an oil
exporting nation. We believe that oil will continue to be the primary source of
energy for the future. While we feel the attempt to find alternative sources of
energy are admirable, we believe that they are superfluous. Yemen hopes that we
can convince the international community, that oil is still the most economical
and environmentally friendly resource available. We are thus committed to
making oil a cleaner source of energy, in order to appease foreign clientele.
We as Yemen believe that we must
adopt the right policies by pooling domestic resources and attracting
international flows that encourage international trade as an engine for
development. But at the same time, we must recognize interdependence between
domestic economies and the international economy in a way that reinforces the
determination of partners for development to provide a propitious economic environment
and development frameworks at the regional level.
Therefore, Yemen looks forward to
the upcoming negotiations and we hope to reach numerous comprehensive solutions
to the problems presented.

The Kingdom of Belgium has the great privilege to serve this term on the
Security Council. We hope that in the next few days we will be able to shed
some light on the five current issues and produce several comprehensive
resolutions. These resolutions will implement that immediate actions be taken
on the issues, according to the principles of the UN charter.
North Korea proved it
had an active nuclear weapons program on Wednesday July 5, 2006 when it test
launched seven medium- and long-range missiles. As a party to the Nuclear
Non-Proliferation Treaty (NPT), Belgium urges North Korea to abide by current
international agreements, including the existing suspension on the testing of
long-range missiles. North Korea has continually refused to allow inspections
by the International Atomic Energy Agency (IAEA), and has not followed the
agreements specified in the NPT. Belgium believes North Korea’s current
nuclear activities could pose an eminent threat to international peace and
security. Belgium would support negotiations and sanctions in order to control
North Korea’s nuclear weapons program.
Belgium is fiercely
devoted to global peace and prosperity, and the current situation involving
Russian bombers and Vladimir Putin’s attitude towards the west is going
against many standards and morals of Belgium itself. A strong supporter and
contributor of NATO, Belgium fears that this status in Europe will lead to
another Cold War situation between the East and West. Seeing as the
headquarters of NATO are in Brussels, Belgium is a supporter of defense against
the Russian bombers, which seems to be focused on the US. As an independent
nation, Belgium would never attack Russia with any means or for any reasons,
yet for the sake of creating or maintaining peace, Belgium will not refuse to
ally with any nation which shares a similar mission in the world.
At least 3.3 million people are estimated to have
died in the Democratic Republic of Congo because of civil war. Another 2.25
million people have been forced to flee their homes. Various political and
economical interests collide in this land of vast minerals resources, such as
diamonds, coltan, and cassiterite. These resources and different political agendas
promoted conflicts that led the country to a national debt of 12 billion
dollars, while vast amounts of money are being made from illegal exploitation
of natural resources. Belgium is willing to support the Congo by providing its
share to humanitarian services directed towards the country. Belgium also
supports strengthening the mandate of MONUC, a small cease-fire monitoring body
responsible for protecting civilians under imminent threat of physical
violence.

Sir or Madam Chair and fellow delegates,
We, the delegation of
the Czech Republic, are elated to be here. Ever since we joined NATO in 1999,
we have been working towards international security and we therefore and very
pleased to be included in the conference.
The conflict between
The People’s Republic of China and Taiwan has been escalating over the
years. We have considered the threats that have taken place within the past
decade regarding the Straits as well as the conflict over China’s
‘One China Policy’ and have come to the conclusion that it is
necessary to instate a peace keeping compromise between the two powers.
The nuclear threat
emerging from the Democratic People’s Republic of Korea is also endangering
peace within Eastern Asia. The nuclear threat within this nation is increasing
drastically and, as members of NATO, we support the idea that the DPRK should
be stripped of all WMD’s.
Concerning the attacks
on UN convoys in the Darfur region of Sudan, we as the Czech Republic see this
situation as a failure to unite ongoing peace initiatives. Therefore, in order
to prevent further violence we feel it is necessary that the UN instate more
NATO troops in order to protect humanitarian efforts.
There is also a clear
geographic correlation between the Democratic Republic of the Congo and problem
areas within Africa and the trading of arms within the DRC is highly believed
to be the cause of various issues. We as a nation believe that the Congolese government
should be required to submit month reports concerning the trading of arms and
the control of natural resources.
The United
States’ missile defense shields in the Czech Republic and Poland is
favored by our nation as a whole and we have agreed to work forward to
accomplishing this goal. However, we would also like to state that we do not
respect the hostile threats that Russia has made in regard to the shields.
We hope to resolve each
of the aforementioned issues quickly and efficiently during the days to come.

Mr. Chair, fellow delegates, and distinguished guests:
Ghana has just
celebrated its fiftieth anniversary of its peaceful independence this year. As
such, we would like to see peace and harmony throughout all of Africa. We
believe that the United Nations Security Council is committed to promoting resolutions
to end major conflicts and are pleased to participate in this year's session.
The conflict in
Western Sudan in the region of Darfur is one of the most pressing issues we are
dealing with today. Although the United Nations has passed resolutions to deal
with this situation, we must do more in order to stop this struggle. Many of
the aid workers have either been imprisoned or killed in the region. There is a
staggering number of refugees and we must do something in order to return them
to their homes.
The conflict in Democratic
Republic of the Congo and surrounding countries in central Africa is the only
current conflict that UN troops are participating in combat. It is a huge
disaster waiting to happen. Let it not be another tragedy like Rwanda. There is
still racial tension between the Hutus and Tutsis within the area.
Although Rwanda is at peace the war criminals from that dispute have
only left the country. The same people from the genocide in Rwanda are
currently residing in the Democratic Republic of the Congo and Burundi. The
number of child soldiers in the Democratic Republic of the Congo is on the
rise. Something must be done to end the violence.
We feel that the
Africa Union has grown considerably over these past years and can take decisive
action in order to stop the ever-growing violence within Africa. They present a
familiar face in place of a colonial oppressor. We strongly suggest that we
implement AU troops with UN guidance in the conflicts within Africa that we
will be discussing during this session. The African Union and the United
Nations should form a partnership and work together so that we can find
solutions to these situations.

Italy: SC Policy Statement
Italy believes that we, the assembled UN Security Council, face a new
era in world politics. With the fears of nuclear proliferation from a
generation earlier still looming, it is our responsibility to face an uncertain
future with steady hands. With global issues in Russia, Taiwan, Darfur, Chad,
North Korea, and the DRC escalating, our global coalition is the only platform
to maintain peace.
With respect to recent Russian and US activities, Italy believes that we
must strive to maintain limitations on arms proliferation. Russia’s
recent reactivation of strategic bomber programs, aggressive treatment of the
Artic, and withdrawal from multiple key arms regulations, including the
Conventional Arms Forces Treaty, is unacceptable; the US’s actions,
including the missile defense program, has only served to escalate the issue.
Italy firmly believes in diplomacy.
With respect to the China-Taiwan issue, Italy believes Taiwan deserves
the right to independence as well as admittance to and recognition in worldwide
organizations. Italy has supported Taiwan in its appeal for acceptance into the
World Health Organization. Furthermore, Italy finds China’s obstruction
of Taiwan’s attempts to join the World Health Assembly (which have failed
the past 10 years) morally disturbing.
With regards to the DRC conflict, Italy firmly denounces the actions of
genocide and military conflict in the region. We stand behind the agreements
made in the 2005 Rome Declaration. We believe the most appropriate action is to
appease the rebel demands and create the proposed international steering
committee.
Considering the Darfur-Chad crisis, Italy stands by its position at the
September 21st General Assembly on Darfur. Over 200,000 civilians
have died in the conflict thus far. Italy reaffirms that such loss of life is
disgusting and urges the UN to recognize the tribal nature of the conflict.
In reference to the Korean nuclear issue, Italy tentatively supports
China as well as the G-8 resolution stating peaceful, immediate action should
be taken against North Korea. Italy reaffirms that the UN should further
denounce North Korea’s nuclear program.
Italy thanks the Chair and the assembled delegates for their regard and
respect.

China:
Security Council Policy Statement
Mr. President, delegates and distinguished guests,
The delegation from the
People’s Republic of China feels privileged to be included in this
year’s meeting of the Security Council. We recognize the importance of
the topics that will be discussed here and the impact they have on the lives of
people around the world. Our goal is to make this a peaceful and constructive
session.
On the issue of Russian
bombers and refusal to allow U.S. missile defense systems in Poland, we feel
that these military expansions threaten the peace and disrupt international
relations. The involvement of The United States in Europe is unfortunate and
uncalled for. Russia’s inflammatory response to these plans is
regrettable, but also understandable. We feel that further negotiations should
be held between the two countries, and that the threat from Iran should be
thoroughly assessed.
Regarding the issue of
territorial disputes between China and Taiwan over the Taiwan Straits, we
maintain that The People’s Republic of China is one nation including
Taiwan, and that we must be allowed to open the Taiwanese Straits according to
our own agenda. Foreign involvement in Taiwan is a breach of our sovereignty,
and will not be tolerated.
On the issue of the
internal conflict in the Democratic Republic of the Congo, we support the
current progressive government and president Joseph Kabila. The greatest way to
achieve peace in the Congo is to support their growing economy. Further
international military involvement would only cause more social unrest in the
Congo, but China feels certain that the current government will be able to
establish control, and their regime should be supported through trade and
donations of necessities.
Concerning the violence
in Darfur and Chad especially concerning the attacks on UN convoys, The
People’s Republic of China regrets the loss of innocent lives. Although
China is deploying its first unit of UN peacekeepers to the Darfur region we
feel that one of the most effective ways of subsiding the conflict in Darfur is
through peace talks among the local government and separatist bodies, and the
support of refugee camps outside Sudanese borders, most notably in Ethiopia and
Kenya.
On the issue of North
Korean nuclear proliferation, we are optimistic that North Korea will follow
the disarmament schedule laid out for it by the United States of America. We
believe that North Korea should not be in possession of nuclear weapons and
encourage peaceful negotiations for their disarmament. It is the responsibility
of the United Nations to make sure that North Korea follows this schedule
punctually and clearly outlines the repercussions that might occur if this
schedule is not followed.
The People’s
Republic of China would like to stress the ideas of increased international
cooperation, especially in regards to the acute internal issues facing many
countries. While it is the mission of the UN to address and find agreeable
solutions to crises in diverse nations, we hope that there will continue to be
respect for sovereignty and the economic growth of developing countries such as
the Democratic Republic of Congo. We feel optimistic that this year’s
negotiations will result in effective, peaceful solutions.
